February 2, 2015 — Ottawa — Canada’s Citizenship and Immigration Minister Chris Alexander today announced that the first round of top-ranked candidates from Canada’s Express Entry system is already helping to fill demonstrated and verifiable gaps in Canada’s labour market.

On Saturday, January 31, 779 skilled workers, including professionals in natural and applied sciences, and industrial, electrical and construction trades, were invited to apply for permanent residency in Canada. Each of these candidates declared that they already have a valid job offer or provincial nomination.

Under Express Entry, skilled workers who want to apply to Canada’s key economic immigration programs are able to create an online profile and express their interest in coming to Canada permanently.

Candidates who are accepted into the pool are ranked according to various factors, including language proficiency, education and work experience. Each is a leading indicator of one’s likelihood of integrating fully and quickly into Canadian society and making an optimal contribution to the economy.

Canada will regularly invite the highest-ranking candidates from the pool to apply to immigrate. With most applications being processed in six months or less, candidates will be able to contribute to Canada’s economy and job market more quickly than ever before.

The Government of Canada ended the previous Immigrant Investor Program and the Entrepreneur Program as neither program was determined to have contributed to Canada’s economic growth. Research indicated that immigrant investors under the previous programs were less likely than other immigrants to stay in Canada over the medium to long term.

By requiring a non-guaranteed investment of $2 million and including more selection criteria for skills and abilities, the Immigrant Investor Venture Capital Pilot Program will test a new approach to immigrant investor programming in Canada.

Investments into the Immigrant Investor Venture Capital fund will be used to seed innovative Canadian start-ups with high growth potential.

Immigrant investors who are selected will be required to obtain a due diligence report from a designated service provider in order to prove that their net worth of at least $10 million has been obtained from lawful, profit-making business activities.

December 1, 2014 — Ottawa — Canada’s Citizenship and Immigration Minister Chris Alexander today confirmed it’s one month and counting until Express Entry launches a new phase of active immigration recruitment to meet economic and labour market needs. Potential candidates can create their profile on January 1st, 2015, with the first Invitations to Apply issued within weeks.

Express Entry will help select skilled immigrants based on their skills and experience. Those with valid job offers or provincial/territorial nominations will be picked first. Details published today in the Canada Gazette explain how candidates will be ranked and selected, based on these factors that research shows are linked to success in the Canadian economy. Research shows these criteria will help ensure newcomers participate more fully in the Canada’s economy and integrate more quickly into Canadian society.

Minister Alexander also highlighted that additional information was published on the CIC website to help potential immigrants and employers understand the new system, and to promote Canada as a destination of choice based on a strong economy, low taxes and job opportunities.

Express Entry will result in faster processing and will allow the Government of Canada to be more flexible and respond better to Canada’s changing labour market needs.

IMPROVING CANADA’S CAREGIVER PROGRAM

Government of Canada announces reforms to end the live-in requirement, reduce family separation and provide more options to caregivers in Canada

October 31, 2014 — Ottawa — Canada’s Citizenship and Immigration Minister, Chris Alexander, announced significant reforms to the Caregiver Program that acknowledges the valuable contributions caregivers make to Canadian families and the economy.

Changes to the program include ending the live-in requirement, and providing eligible caregivers with two pathways that will lead to permanent residence within six months.

One pathway features criteria for child care providers that are very similar to current requirements, but without the need for the caregiver to live in the home of their employer where they may be vulnerable to abuse.

In addition, caregivers in a variety of health care occupations, including registered nurses, registered psychiatric nurses, licensed practical nurses, nurse aides, orderlies, patient service associates and home support workers, will also have a pathway to permanent residence. Eligible caregivers in this stream would be able to gain their work experience either in providing in-home care or care in a health-care facility to an elderly person or a person with a disability or chronic medical condition. This pathway offers more career options for eligible caregivers, and targets workers in occupations that are expected to face labour shortages in the future. Applications in this stream would also be processed within six months.

The Government of Canada is taking aggressive action to reduce the backlog of applications for permanent residence through the Live-in Caregiver Program. As part of the 2015 Levels Plan tabled today in the House of Commons, Canada will welcome 30,000 new permanent residents in this category. Reducing the backlog and processing times will mean that eligible caregivers will be reunited sooner with their families.

Caregivers who have already applied for Live-in Caregiver Program work permits, and any who apply based on an employer’s approved Labour Market Impact Assessment submitted before November 30, will also be able to complete the work requirement on a live-in basis and eventually apply for permanent residence.
